for xampp run with admin rights, you need to setup. go to your xampp folder and right click on it=> properties => compatibitie=> check execute as administrator then apply. and now it will work ^^

to hiyall360 you use "C:/cygwin/bin" but its "c:/cygwin" cygwin root folder and not the bin.
